The Issue

The issue of Quad S/Watchlists refers to the placement of individuals on government watchlists, which extends beyond travel restrictions. Once someone is put on a watchlist, they may face difficulties in various aspects of their lives, such as finding employment, purchasing weapons, or even maintaining a bank account. Sadly, Muslim Americans are disproportionately affected by this issue, despite making up only two percent of the U.S. population.

American Muslims facing this issue encounter significant challenges. Being labeled as potential threats without any disclosure or explanation can have far-reaching consequences for their daily lives and civil liberties. It creates barriers to economic opportunities, personal security, and financial stability, leading to social exclusion and stigmatization.

The Muslim Legal Fund of America (MLFA) is actively addressing this issue by advocating for transparency and accountability. MLFA has made progress in challenging the lack of disclosure from the government regarding watchlist placements. Court rulings, such as those from the Court of Appeals over Washington, D.C. and the Fifth Circuit Court of Appeals, have recognized the harm caused to individuals’ interests by watchlisting, particularly for work and religious observances. MLFA continues to fight against this unjust practice in various federal courts, including the Ninth Circuit, Seventh Circuit, and Sixth Circuit.

Additionally, MLFA takes direct action against government agencies that fail to comply with the Freedom of Information Act and properly respond to requests. Through multiple lawsuits, MLFA seeks government transparency and defends the rights of their clients to challenge these shadow allegations.
