FOR IMMEDIATE RELEASE: Marwan Marouf continues to be held in ICE custody following the Immigration Judge’s decision.
Dallas–Fort Worth, Texas — October 6, 2025
Today, Immigration Judge Abdias E. Tida determined he did not have the authority to grant bond for Marwan Marouf, a long-time Dallas–Fort Worth resident and beloved community leader. This decision means Marwan will be forced to continue fighting his immigration case from within Bluebonnet Detention Center, separated by nearly 200 miles from his family that includes his four U.S.-citizen sons.
“We are deeply disappointed in today’s decision, which keeps Marwan unjustly locked away from his family and community,” said Isaul Verdin, Counsel for Mr. Marouf. “Bond is intended to ensure that individuals who pose no danger and no flight risk can return home to their families while their cases proceed. Marwan embodies those criteria, yet the Court chose continued detention instead of compassion and fairness.”
“Today’s ruling ignores the law and the facts. Marwan is precisely the type of person bond was designed for. To keep him detained is both morally wrong and an affront to due process.” – Marium Uddin, Legal Director, Muslim Legal Fund of America
Background:
Marwan Marouf has lived in Dallas for more than three decades, where he has dedicated his life to service. His detention on September 22, 2025, followed USCIS’ denial of his green card application based on unsubstantiated and recycled allegations. Marwan’s legal team says his ongoing detention reflects a broader pattern of targeting Palestinian and Muslim immigrants through pretextual accusations.
“Marwan’s case is emblematic of how the immigration system has consistently been weaponized to silence and punish entire communities,” said Hassan Ahmad, Counsel for Mr. Marouf. “Keeping Marwan locked away from his family and community is cruel, unnecessary, and un-American.”
Each day of detention inflicts irreparable harm on Marwan’s physical and psychological well-being as well as his wife and children who depend on him for care and stability.
“Marwan has been a pillar of the Dallas Muslim community for decades — a man who has given freely of his time, energy, and resources to uplift others. To deny him bond is to deny our community the presence of one of its brightest lights. Our faith teaches us to stand for justice, and we will continue to stand with Marwan until he is free.” — Imam Omar Suleiman
“This case is about fairness and humanity. Marwan has lived here for over thirty years, raised his family here, and dedicated his life to helping others. To keep him detained under these circumstances is unjust and inconsistent with American values. He should be allowed to return home while his case proceeds.” — Congressman Salman Bhojani
Next Steps:
Marwan’s attorneys have already reserved appeal on his behalf and will pursue every remedy available under the law. The Immigration Judge’s decision is not the final word — Marwan’s legal team is confident that a higher court will recognize what fairness, justice, and common sense require. At the same time, the legal team is powerfully strategizing every path forward to bring Marwan home to his family and community. This case is about more than one man; it is about ensuring that the law is applied in a way that makes sense and reflects the values of justice and humanity that define our nation.
